Neiman Marcus Full Broomstick Maxi Skirt Smocked Waist Misses size 4

Lovely navy blue and off white print maxi length skirt is a full layered style with a smocked waistband. It is cotton or a blend of, I cannot find the fabric tag inside. Size S measures 38” from waist to hem and stretches from 14-17” across the smocked waist. Very good preowned condition.
