Neck ribbon 🎀 with heart

This neck ribbon is from the 90’s. These were hot in the early days. You'd see ladies wearing them at rock concerts, in the winter and summer time. It comes in black ribbon with a velcro closure and a heart decal attached. They were found at specialty shops.
