Navy, gathered, see-thru party skirt. (M)

My mom was a very experienced seamstress and she made this gathered formal party skirt out of a navy see-thru floral material and lined it with white. It is beautiful and I would guess it to be a medium size (probably a 10 to 12). I will list measurements below.
