Navy blue blouse!

Pretty navy blue one-sleeved blouse! Fun and summery! Those are not rips, but ruffles that lay off the top at a pretty angle. Elastic at the bottom. Great with white bottoms. There is a small stain on the bottom (see pic) that you can remove with a fabric color pen.
