Navy and green striped maxi dress

This dress is stunning. The colors are so vibrant. Worn once for a special occasion (photo added). Has a navy blue lining that goes until your thigh, then it’s sheer. 39 inches waist to floor. Waist across is 13-14 in but is also very stretchy with an elastic waist band. Unsure of the size as I cut the tag off from the itchiness day of wearing it and now I can’t remember.
