NWT never worn Black and white dress. Petite Large. Has a tie at the neck. Adorable frilly statement collar. Has a tie at the waist also, it is not attached. Has elastic at the waist. No pockets There is a very small spot, about the size of a ball point pen mark at the base of the v neck. The string from the neck is likely to cover it. See pics.
