NWT express polka dot ruffle dress

New with tag! Bought it last year for a wedding but then decided to go a different route. Super cute on, I debated on keeping it, but don’t really know when I’d wear it. NOTE: the dress came with the little connector piece across the shoulder in the back un-tacked on one side. It would take about 2 stitches to fix, but wanted to note. Super annoyed that express sent it that way since I paid full price... but whatever. Discounting accordingly. Smoke and pet free home. Offers welcome!
