charlottegra622 @odia1969 hi! The very top elastic section is 14” flat across and stretches to 25”. The actual bust is about 25 across but is meant to fit looser. Please let me know if I can answer any further questions😊

charlottegra622 @odia1969 hi! I think so because the dress is billowy. It would most likely depend on how tight the top part that has elastic fits. That part is stretchy and has some give but you wouldn’t want to wear it at max stretch. I hope that helps! Let me know if you have questions or you would like to see it on!
