NWT Scarlet red ruffle pea coat size 14 by S Rothchild it is washable

NWT beautiful little Scarlet red pea coat for a child size 14 pockets in the front it has a removable hood that buttons it does appear to be vintage even though there’s tag still on it there are three small pinpoint dots that I have taken pictures of that are on the coat. I have not tried to remove them myself, but this is an adorable little coat for a little girl
