celise24 @dlovesc2016 hi there! I believe the skirt is 100% cotton, so it will tend to be on the more clingy side. I can double check on the fabric material when I get home and get back to you!

celise24 @dlovesc2016 hi again! So looks like I was off on the material. It is actually 95% rayon/viscose and 5% spandex. There is not a lining but there is a thick black elastic at the waist. I would describe the color as a dark cobalt or royal blue. Hope this helps!
