NWT No Boundaries plus plaid leggings sz ?

This is a new with tags woman's plus plaid leggings, red and black plaid design. These are marked as a 3X but seem smaller to me, maybe a 2X. See measurements below. material is 95% cotton and 5% spandex and is machine washable. Measurements: waist 36 inches circumferential with stretch, hips 42 inches circumferential with stretch, length from waist down 34 inches. smoke free home.
