NWT H&M peplum dress

Fitted bodycon short sleeve dress with a peplum ruffle but to hem, thick textured fabric that feels a bit like neoprene only not as slinky. Tag says size 4 but as it's a divided by H&M brand, it runs small and if say it fits xs or s, or 0 to 2.
