NWT Gray dress w/ polka dotted white tulle skirt

This dress is quite beautiful for a little girls dress in size 18 months and is brand new. The top part in front is of a almost metallic shiny gray material with a flower rose made of the same gray material similar to Satin attached towards the waist are thick but thin straps that tie at the back. Is sleeveless & in the back there are three buttons that go above the waistline. Then from the waistline down is it beautiful poofy skirt made of 3 layers 1 white & thick, 1 clear White, last 1 visible
