NWT Fringe?? Pants. Cool... junior or women 3

I don’t know what to call this style but cool pants with fringe thing all the way in both sides... don’t know what’s up with white dot on the picture. But there is NO stain no rips no flaws like that! Brand new with tag, l was excited to get this but l never got around it...hope someone else can enjoy my pants! I am not sure if this is junior or not bu size 3 l usually wear.
