NWT Express Skirt.

Beautiful colorful skirt. new with tags from express. 3 inch elastic band. Two hidden pockets. Fully lined with red under skirt. Approximately 14 inches across waist when laid flat but elastic has some stretch to it. Skirt is approximately 18 inches from top to hem and that includes the width of the elastic. Skirt says small but pay attention to waist measurement to make sure it will fit.
