NWT Domyos Long Slim Legging- Run very small!

NWT Domyos Long Slim Legging. These are marked a size small. But they run very small! These are very slim in the waist! There is a waist and length measurement on the tag stating W28L31, but this is a European brand. Please see attached photos to see the pants measured with a tape measure in inches if this helps. They are very stretchy. Color is always a bit hard to capture in photo but they appear to be a light green grey color. Just to note and to be completely transparent , there are two threads that are a bit loose as shown on the last photo that are situated on the top inside back seam of the legging. It might just be the end of the thread.
