NWT CeCe long sleeve polka dot blouse

NWT CeCe polka dot blouse with puffy long sleeves. Size extra small. Elastic around shoulders and back of neck. Can probably be worn off-shoulder guessing by placement of elastic. Sleeves have three pieces of elastic going around them. Front of shirt is lined with a piece of black chiffon. Base color is black, polka dots are light blue, white and peach.
