I have very muscular calves and they never fit loose enough to wear over riding pants for me. I am 5'7" and have 16" calves and they zip over my bare legs but barely then, so it would take some stretching to get them to zip over riding pants, so for best fit, make sure your calves measure less than mine. I would honestly recommend having no more than 15" calves*
