NWOT Super fun bubble skirt

Pair this super fun skirt with a plain top and let the color and shape do the work. Got this skirt in Hong Kong, and there is no label for size. Please see pictures for measurement. The waist is flexible because of the elastic band. I normally wear a XS, and the skirt fits. The skirt has never been wore before. The skirt is lined.
