@sandrac627 Hi, thank you for your interest. Measurements for this dress are tricky because it has an adjustable tie back. If you look at the fifth photo, you can check the measurements listed there. Those are most accurate. Lying flat, the waist measures about 13 inches. This dress is new without tags, never worn and no blemishes. It doesn't have stretch but, as I mentioned, the tie at the back for the bust makes that adjustable to your fit. I hope that helps!
