New without tag- bought thinking it was a dress but too short on me- turns out it’s a blouse. Really really pretty. Deep V neck watercolor floral with ruffles towards bottom and belted like waist. Buttons in back. Flowy sleeves with elastic around wrist area. Sheer but not see through. White lining in ruffle area. Never worn.
