It is a Guess NWOT off or on the shoulders mini dress. It could easily be a top. It is an xsmall and it would be a dress or a top on an xsmall or small person. A small or medium person could also wear it as a tunic top or a dress if they are shorter. It has a large v cut neckline in front and back. It is fitted in the middle part.
