NIB VTG Disney Store Exclusive - Heroes Prince Phillip Action Figure Accessories

You will receive a NIB VTG Disney Store Exclusive - Heroes Prince Phillip Action Figure and Accessories Figure should light up and have a working catapult. We tested it by pressing the "Try Me on Back" and it didn't light up. We have not tried to change the batteries due to item being sealed. Would new batteries fix this?
