@ldgnicole Yes they are sleeves. there are arm holes for your arms to go inside the actual monster arms.

@ldgnicole and it's kind of more of a jacket I would say. it doesn't have any back coverage though, so it drapes over like a shawl just around the back of the neck, but there are holes in the arms like a jacket would have.
