ajohn117 @xbreezy_xo sorry for the delay! My son's baseball schedule has taken over my life this week (two league games, a practice and a tournament). The measurements laying flat from seam to seam are: from shoulder to hem: 34" short side of fish tail, 47" on long side; waist is 16", arms are 6", chest is 17", hips are about 20.5". The top fabric does provide a little bit of stretch, skirt fabric does not. There is a side zipper under the left sleeve to about 6" into the skirt.

ajohn117 @tcolleen5758 My best guess would be a 12-14 since there isn’t any stretch in the skirt. The top does have a bit of stretch.
