Metal mesh penguin deco’s-black color, with bow tie & top hat that comes off

Cute metal mesh penguin with a top hat that is connected with a handle and comes off. I believe that it can be used for a tea candle. He has a cute red bow tie and yellow feet. Great condition. See pictures for measurements.
