J.B.S. LTD Vintage 90s Crepe Fit & Flare Maxi Skirt. Features black crepe fabric with a full fit & flare design, fully lined, pull-on style with elastic waistband. Gently worn and clean but does have some threads on the waistband that have come loose (see last pic). Vintage size 14 - see pics for measurements.
