It came and is far smaller then a regular size small. Also has a couple tears. Can I return for full refund?

@stephaniemm30 hey- just seeing this. Where are the tears? The lining was unfinished it was handmade. But the dress should be in perfect condition and all of the measurements are on the listing. I’m not sure what to do here.
