sunbirdie @ladyatomica hi. Thanks for your interest. The blouse is a little tricky to lay flat since it’s gently gathered a bit at the bottom. It seems that the bottom is around 21 inches at the smallest point, maybe 20 3/4 to be safe. I uploaded a photo of it. Please let me know if you have any other questions. It’s super adorable.
