Low cut long sleeve multi-colored floral dress size small

Floral dress from Hopes Boutique. The sleeves are bubble style, they button around your wrist to give bubble effect. It has a deep V cut neckline with ruffles flowing to the bottom. The material is sheer but has built in slip, sleeves are sheer. The tag says color is Forest Green/Red but I’ve always thought it looked more navy blue with red. Originally bought for Christmas party but never worn. The hem is right at my fingertips and I’m 5’2”.
