Hi, I like this skirt but it seems large for a vintage 4. Can you re-measure the top of the waistband and lower hip area to reflect the true waist and hip? Or confirm that the measurements, despite location of the tape, are the true waist and hip. The measurement across the bottom is not clear, please state number. Thanks very much.
