have been blocked after asking... Here is the way: WAIST - while dress is lying flat, front part up, come down from highest part of 1 shoulder, come down 16 in, go across. HIPS: from same spot - come down 22 in., go across. LENGTH - from same spot, come down to hem. This way I can measure what I have at home to compare..both on the same page...

Did you mean to type the same number, 16.5 inches, for the waist and the hips ? If you lay the dress on the bed for example, you can see that the dress goes out..and the waist is smaller than the hips ...not the same..
