Lidded and Handled Bowl

Not sure what material this is - I know it’s non-ferrous, but that’s it. Believe it may be Mexican Pewter‽ Have tried every Google search with the info on the bottom to try and find a match - without luck. It’s cute, whatever it is. It’s silver in color, has decorative handles, and a lid. From my mother-in-law’s personal collection and probably 20+ years old.
