Levi’s high waist shorts

Tag says size 9 L, but it is snug on me and I’m a size 6. So it would best fit someone that is a size 4. There is a stain on the inside of the crotch *see pictures* I bought these with the stain already there so not sure what it is, but rest assured the shorts are clean and have been washed many times.
