Levi's 511 slim skinny jeans light blue wash

This is a pair of Levi's 511 jeans in a light blue. Overall they're in decent condition, but I did notice two things worth mentioning: • At each leg cuff, it looks like a pair of small (about 1 inch) cuts were made - maybe so the leg opened slightly wider or sat on shoes a certain way? (See next-to-last photo in listing.) • The right thigh has a mark or stain that looks like a series of concentric circles or a spiral. It's faint but noticeable. (See last photo in listing.) Officially, these are 31x32, but they appear to be smaller (not sure if they were shrunk?).
