kellygwen @lyndakbibian Both. They are almost like a sweater material. The tag says 55% rayon 45% acrylic the waistband is definitely elastic but they are not as giving as regular stretch pants. They are thick enough to wear them as pants. I am a size 4-6 in pants and was wearing an XS for the picture. Hope that helps
