thank you! I just want to be sure on waist is it 16.5"or 26.5 ? because that would be a large plus size waist. I was not sure if you were measuring all the way around the waistband? I appreciate your help !

Oops on the color you would not classify them as neon then? I can never distinguish on my monitor with any neon shades for some reason...would you say just a bright lime green? that should cover all questions :)
