Lapis Dress/ Skirt

Strapless Elastic top Purple and blue One Size It has button things on the inside. I'm guessing that's to shorten it and wear it as a skirt. I'm guessing the original owner wore it but it's in perfect condition. No rips, stains or funky smells.
