LC Conrad NWT size 10 blue white rimmed dress

This is a brand new dress. Not really sure how to begin to get measurements, if you’d like some please let me know. The length from the front v (right in front not shoulder) to bottom of dress is around 28 inches. I couldn’t really figure out where to measure the length. Possibly a midi, but could be above or at knee too.
