If it's one size and the waist is 13 1/2 it would have to stretch quite a bit to fit a 12 or a 14. How much do you think it could reasonably stretch? Thanks

@theavenueshoppe Thanks. It looks so black in the last picture. Not to be a pain but does it look more black or can you really tell it is blue. I'm asking because I have a blue top and am thinking it could go with it to my daughters wedding(vbut ti wouldn't look good with something that really looks more like black).
