diroth011 @evelynduval Sorry for taking so long to get back to you. Yes, it is strapless and only worn a couple of times. Around the waistline area, when I measure straight across at the thinnest point, it measures around 15 inches on the dress when laid flat. When I measure down further in the hip area I would say it measures between an 18 and almost 20 inch. The velvet has somewhat of a stretchy for fitting way about it. I hope this helps.
