Joli Prom Steel Blue Floor Length Strapless Dress

Joli Prom Steel Blue Floor Length Strapless Dress with sweetheart neckline. Originally a size 6 but altered measurements. Measurement across the top is about 28 inches. Bust is 32 or an A cup. Waist is around 26 inches. Length dress from top of Sweetheart neckline to bottom of dress is 54 inches. I am approximately 5’8” and wore the dress with heels. Peekaboo style beading is in a turquoise blue, silver, and grey pattern. Under layer includes a tulle trumpet style layer. Dress needs a good steam but has only been worn once. Why is this dress so cheap? Simply because I want it out of my closet for more space!
