J-fashion black skirt

I bought this skirt in Harajuku, Japan. Meant for teens or young women, it fit me when I was a size 6-8USA, waist size 25-27in. It does stretch, but it would be uncomfortable past a size 27-inch waist. I would suggest ironing it before wearing or the fabric tends to flip up. The bands say, "With you we're cute girl."
