Guessing this is Jessica McClintock based on the paper made in the USA tag, has no manufacturer tag Skirt USA Cream Satin & Lace EUC waist is elastic and measures 11” Flat. Waist to hem is 27” Hem has inserts to give a flare look. The tag says this is from a 2 piece set, hopefully someone can use this, so pretty!
