Jessica Howard vintage blue dress

Splotchy blue vintage dress by Jessica Howard in size petite. It was a zipper back, with a pleated front pattern at the chest area. There are two side slits at the bottom hem of the skirt, and attached short waist belt that I think ties at the back. It also has shoulder pads sewn in. It is quite wrinkled but can be ironed out.
