JCrew navy polka dot high waist pencil skirt

Adorable navy polka dot pencil skirt with a wide, high waist. Best for a true 4 petite; I have a 28” waist/38” hip and it’s a real tight squeeze. Good used condition, slight signs of wear up close, but it’s not bad (second photo). Vented in the back. 18” from waist to hem.
