ktseventeen @samantha521116 No worries on saying sorry twice ha ha. For the hip measurement it is a little difficult to tell exactly where this would fall. I measured the waist at 14". For the hips I came to between 16" and 17" depending on where this falls. The way I measured was by looking at the romper from the waist to the hem. If you measure 1/3 of the way down it is 16". If you measure 1/2 way down it is 17". As for stretch the outer fabric has a small amount of stretch but the lining does not.
