gigimodel @flor123571 hi! It measures 19” flat. I can stretch top to 23”. The tee part is 💯 cotton t shirt fabric. The cascading ruffle is also 💯 cotton, but more like a polished cotton (like very lightweight sheets). All reasonable offers accepted. Thank you!
