High-waisted Tweed Skirt in Brown

This vintage high-waisted tweed skirt is lined and has belt loops. Skirt is 13.5 inches straight across the waist, and 19.5 to hem. Note that the tag is in another language. It say's it's a size small. I'm a size small in the waist and it fits but is slightly snug. I think this would fit someone who is an XS very well, but I'd go by the measurements just in case!
