Hello kitty diaper cover up NWOT

I don’t think these are meant to be worn as panties. My daughter only wore them once over her diaper when she was wearing a dress. At 12 months old size I’m fairly certain that’s their purpose. Look brand new no stains, discoloration, or rips or tears.
